Countries don't go around making agreements that apply to people that
aren't theirs.
CEPT is perfect for this sort of abuse: no application to make, unless
is someplace like P5 or you upset the locals, you probably can come & go
without any worries.
Since this sort of thing isn't checked in radiosport, once your score is
published, you're laughing - DXers might find your cards rejected for
DXCC later, but your score will likely still stand.
