Any how are you going to police that?  There is no way to know if 
someone is using their own in house skimmer on CW or Digital.

Are the rules to make the contests better or are they in place so that 
everyone has to adhere to "your" rules?  It sounds like this is how you 
want to operate so this is how the rules will be applied.

Is this about rules or about limiting the potential for working more 
people and getting more people on and embracing new technologies?  It 
sounds more like this to me;  "the Nation's Fire Service, 200 years of 
tradition, unimpeded by progress" when it should be  "the Nation's Fire 
Service, new and improved! 200 years of tradition, progression and 
safety for all.'

We do this for FUN!  There are no million dollar prizes.  Why keep 
creating rules that can't be enforced and start making the rules more 
simple for both the participants and the sponsors.  All of this is done 
with volunteers, not paid staff that listen to the bands and show up at 
peoples doors to inspect their stations.
