There was once a contest that had defined in its rules what was "operating".

Since radiosport is a competition based on operating, this made a lot of 
sense to me at least, as it made it very clear what the operator had to 
do, what the operator was not allowed to do & which category you 
belonged in based on how you did the operating.

Other advantages to this I could see was it was far more likely to be 
understood by the (largely non-native English-speaking) rest of us & 
wouldn't need constant tweaking to keep up with the likes of technology.

It made so much sense... but they dropped it from the rules.
