Well, if we're talking about CW Skimmer itself and not the RBN, the CW
Skimmer waterfall display would clearly show if simultaneous CQ's were
being sent by the same station. You could even, of course, record an
entire contest and play it back later to look for such behavior if the
RBN spots were to raise suspicions. All it would require is that the CW
Skimmers feeding the RBN be set up to record.

I am surprised that some are not showing up as being on three or more
bands
at the same moment. Contesting has gone further into the pig lot.
