I wrote the DXCC application (lots of research into the status and history
of the Puyallup's unfortunate and regrettable dealings with the US gov't,
the state of WA, and various other entities), designed the QSL, and made a
reasonably good case that they were a sovereign nation, which would have
been sufficient to qualify under the DXCC rules at the time.  Enough DXAC
members felt that Indian territories - reservations or otherwise - didn't
pass their personal smell tests for DX "countries," regardless.  So it
wound up not counting.  The rule changes around 2000 tightened up the
qualification requirements and sovereignty was no longer sufficient to
quality except for three specific criteria (see the rules).

There was a good-sized group that activated K7SS/PTI both from the
PTI-owned land north of Tacoma and from the actual tribal headquarters in
Tacoma.  The call in both cases was K7SS/PTI for Puyallup Tribe of Indians,
their official name.  Yes, we sure had some good pileups!  Ringleader was
K7SS but KE7V, K7ST, K7JA (sk), K7LR, and others were on-board.  It was a
lot of fun!  The best comment was from a VK who on 10 meter SSB asked,
"What's all this about the Pileup Indians?"

And that's pretty much all I remember about that.
