(I composed and "sent" a reply from my iPhone about 90 minutes ago.  It
seems to have vaporized.  I'll try again.)

Back in the day, ARRL included Canadian hams, and the Canadian "Sections"
were part of the ARRL Field Organization.  Hence, the Sections were
included as multipliers in ARRL's November Sweepstakes (and, I guess, some
other contests).

Some time (I don't remember just when -- maybe 1970s), the Canadian hams
decided to form their own national society, and split off amicably (I
think) from ARRL.  ARRL decided to keep the Canadian Sections as
multipliers, even as the Canadians reorganized their Sections.

Mexico was never part of ARRL, so did not have "Sections" in the Field
Organization.  At some point in history ARRL did decide to count Mexican
States in the 10 Meter Contest.
