It isn't so much whether the report is accurate (or not accurate) but rather
whether it is actually "exchanged".
Since the rules require it to be part of the exchange, it follows that it
should be sent, copied, and reported in each log.
The question has been raised here as to whether or not the scoring robot at
CQWW (and elsewhere) examines this element of the exchange and scores
accordingly. I haven't noticed that the contest sponsor has answered that
question.
If scoring crosschecks logs for an accurate exchange, then it IS useful as
an indicator of contester skill.
