If you spotted XX1XX on 14.175 fair call whether you worked them is irrelevant


If you spotted XX1XX on 14.175 and said turn your beams to ZL and I will be 
there - that is using non radio means to initiate a contact. DQ

I am not sure how anyone could categorically judge a spot as a request for
a contact especially if all that can be seen is the callsign of the spotter
(assuming the DX station even sees the spot).  Even if you could prove
intent then presumably there would have to be a reasonably short period
between the spot and QSO or is any subsequent QSO at anytime disallowed?
Also if you take that interpretation then to be safe any spots you make
should only be of stations you have already worked - which I doubt happens
now.

I must say on that definition you do have to wonder how super check partial
is legal.  More than once I have heard guys clearly using it to work out my
callsign rather than hearing what I have sent.
