[CQ-Contest] Calling Outside Europe??

Hi All,

Could someone tell me  in the WPX ,is it against the rules and/or spirit of
the contest to look for contacts outside
of an area.I heard a Z3 station calling 'cq contest outside Europe'
I thought it strange when everybody can work everybody..................Oh
NO ! am I becoming a policeman !!!
