[CQ-Contest] JIDX-CW will not accept Russian and Belarusian

JIDX contest committee announced today that in light of
the invasion of Ukraine by Russia and Belarus, we will
not accept entries in JIDX CW contests by Russian and
Belarusian.
 All the QSOs with these stations will not eligible for
points and multi (Zone and Entities). Logs submitted by
these stations will be accepted only as check logs.
