If there were no penalties, the potential benefit of a guess (call or exchange
or both) outweighs
the possible loss (1). If you got it wrong, as you say, you are back to square
one. Contest
sponsors don't want guessing...they want skill as demonstrated, at least
partially, through
accuracy. Penalties help to sway entrants to "do the right thing."
