I just installed on another computer running Win98 SE, and for me anyway,
the DLL was there. You should find it in c:\windows\system. Also, the device
that wasn't working is probably TVICHW32.VXD.
You might have to restart Windows98 after installing. Try a complete
uninstall, followed by a re-install and a reboot.

I get a window that says:
The CTWIN.EXE file is linked to missing export
STD-VC-MT.DLL:?os_throw_length_error@@YAXXZ.
as well as another window that says:
C:\Program Files\K1EA Software\CtWin\ctwin.exe
A device attached to the system is not functioning.
Any ideas?
