After getting the main clue from Ernie about CT communications with the
radio when running under w/95, I notice he did not post it here, and I
forgot to include it in my response/thanks to him (which is posted). So
here it is in case it helps anyone else.

Using this "trick" of telling w/95 to not use the port that CT uses
evidently make the port more available to CT, and both controlling the
radio and sensing changes done at the radio work fine, even under w/95.
To summarize this thread to the bottom line findings, my configuration
of CT (and other programs at the same time) under w/95 was made to work
by doing two things:

(1) use CT 9.27 (I could not get 9.37 to sense the radio even under
plain DOS 7.0)
(2) disable the com port in the w/95 hardware profile

Steps for accomplishing (2), at least on my version of w/95:
start button->settings->control panel->system->device manager->COM1 (or
2 etc)->properties->general->disable in this hardware profile
