I have seen this as well.
We have been testing Lucent Silver, Tony's 100mW, & Microtik 200mW.
And have only had good results with the 200mW radios.

Mikrotik and 250 mw Teletronics cards on our Turbocell POP set to AP

We have seen similar SNR increases between 100mW and 200-250mW when

I was setting up a 10 mile link this week and tonight I was trying to
make it work. Antenna alignment has been difficult because of the heavy
humidity and low visibility... so my link is marginal.
Using the Karlnet link test utility I found the following on the remote
end of this link:
Orinoco Silver card: No connection
100mw Tony card: 1db SNR
200mw Mikrotik card: 20db SNR
The difference between the 100mw and 200mw cards should be 3db. I can
not explain my results. All other variables were the same.
