Sounds like it could be related to a TV set, but it may be something else
switching at around 15kHz. If it is reasonably stable, it is probably from
the horizontal sweep of a TV set (15.75kHz as I recall).

If it moves around, it is probably just a switching supply or some other
unlocked oscillator running at about 15kHz.
