I use my MS Surface Pro and an RF Space SDR-IQ for HF (along with my trusty
Tecsun PL-660). Antenna is with a hand-held National RF, Inc HFDF HF/VHF
amplified loop. I use my Kenwood TH-F6 for VHF. This set up works very
well. Might try and find a suitable up-converter for the SDR-IQ one of
these days.

I'm in the process of trying to do just that with the SDR stick from Nooelec
including their upconverter. Parts should be here next week. Still trying to
figure out what tablet or laptop to use with it.
