A strong close, and the data to back it up:

"If noise floors of the level of those measured in the evening are used as
the basis for allowable BPL noise, the times of quiet noise floors will be
gone and HF
communications capabilities will be forever diminished."

One wonders whether aircraft communications in the Half Moon Bay and Point
Reyes areas remain diminished, or whether owners of the offending PLC
devices have been asked to remove them.
