I want to thank everyone for the great suggestions.....
I will try and address several responses:
On this response: There are no street lamps within a mile of my house. And
the ones there are, are not Mercury Arc...they are the new LED based lamps.
I had thought about street lamps, but the on-off cycle of street lamps
doesn't match the noise on/off cycle.
Dale, k9vuj, suggested HV transmission lines. They ARE noisy, but not this
far away. I checked the milage this afternoon and they are 2 miles away, as
the crow flies.
I am going to try the AM up and down the noisy bands and see what
gives....In the mornings, the 'pots and pans' on 40 would make the AM test
invalid, as that is all one hears here on the left coast of the
country...perhaps at 3 in the morning when the Chinese and Japanese
broadcasts are at a minimum, I would have some success.
Someone mentioned the sun......gotta think that one through or have someone
explain to me the effect the sun has on 'background white noise'. My
thinking is that if the noise *was* atmospheric, then ALL the hams in my
neck of the woods would be bellyaching. They are not.
I have my work cut out...and really appreciate all the suggestions!
(I have wondered if someone near me converted all their house lights to
CFL's and THAT could be the source of my annoyance....the times of of day
sorta rule that one out, logically. I have also considered these 'invisible
fences' people are installing around here.)
I will keep everyone updated if everyone continues to feed me things to
check out!

Does the rise in noise level start to increase as the lights go off? Around
here they turn off slowly, perhaps done by a local pole-mounted UV or
other light-sensitive switch. If so, perhaps there is a faulty switch not
to far from you which is radiating, not shielded, or shield not grounded
properly?
