This has been true since the days when a President implemented "small
government as the solution to all of his perceived problems. When I
worked in broadcasting in the '60s, the FCC was greatly feared by both
broadcasters and hams -- the FCC was well-budgeted and staffed, had
great facilities for monitoring the spectrum, and enforcing EMC rules.
Small government took all of that away. So for the last half century,
the RF spectrum has been an increasingly polluted sewer.

It was loaned to me for a test as when it was on it wiped out the wife's
listening to FM radio. AM radio was absolutely hopeless, even for local
strong stations. FCC doesn't give a rip (Or maybe that should be "RIP").
