I replaced my heat pump last year and made a similar inquiry here. What I
learned is that the "variable speed" fan controllers typically are the RFI
instigators. The microprocessors in them are the source of noise.
On the other hand, "multi-speed" controllers operate at discrete fan speeds and
are less likely to generate RFI. I decided to go with that type of controller
for my new heat pump system. So far both AC and heat apparently have been quiet
for me.
My installation is a Goodman brand, FWIW. Good luck.

EMIis a great concern. It's a small house and efficiency is of little
importance.
