As those close to the League have told us, there's almost no one there with technical chops, the possible exception being the guy(s?) in the Lab. Publishing, including QST, has long been produced by magazine people. Ward, who edited the Handbook, the Antenna Book, and wrote other stuff like the Grounding/Bonding book, was the last guy with serious EE chops, and he retired two years ago. Ward was great to work with, because he was always open to thoughtful discussions, and to learn new stuff. And has a great BS filter.

Competent technical material in QST is so rare that I remember the few specific examples. About ten years ago, AA7JV contributed a great design for a "garden beam," and the editor of QEX at the time produced a great piece on the absorption of a dense forest.

And the disgusting failures with respect to IT are now well known, all the result of upper management.

BTW -- I tried to respond to "everyone" but Ham-Antennas rejected it.

Jim, these days there is a lot ARRL just doesn't get - or WANT to get......  And it's becoming worse.  A decade or so ago, I and several others at different times, had solid articles rejected for "being too technical".  I believe that speaks for all of ARRL these days.  Sad.
