The local power company here in So Cal has the same type of duel meter setup
using a timer for control. During "Peak Hours" the charge is more than the
standard rate and during "Off Peak Hours" it's considerably less than the
standard rate. This is a voluntary type of thing and usually saves the home
owner with a pool filter and all electric house a fair amount on his
electric bill. Although air conditioning in the afternoon could be a fairly
large expense with a higher than standard rate, therefor I don't see very
many homeowners opting for this.
