From what I saw when we replaced our heat pump system couple years ago the
variable speed controller systems had a higher SEER rating than the standard
controller systems.
Folks trying to save $$ on heating/cooling costs coupled with possible rebates
for higher SEER systems encourages installations with variable speed controller
I suspect.
We stayed with a standard (RF quiet) controller.
