FWIW department; a local Batteries Plus has four kinds of solid state
ballasts for sale; two have no FCC markings, one says it's for
commercial use only (in VERY small print) and the one that references
Part 18 says "FCC Part 18A". NO progress since 2014.

One problem with the lighting industry is that they, in general, are
unaware of the FCC requirements placed on their segment. Nearly all the
lighting projects I've done indicate the lighting segment is unaware of any
requirements placed on them by the FCC. Once made aware, they usually
continue to honor FCC.
Only a strong FCC can do anything about China. Not complaining. Just
stating reality.

My Wife enjoys starting garden plants form seed indoors and, up until
a
few days ago, used a 175W metal halide lamp for the purpose. It used

electronic ballast that, sadly, has bitten the dust. A new ballast is
a
bit over half the cost of a much brighter and efficient LED grow
light.
But I'm concerned about RFI since it almost certainly uses a switching
supply. Does anyone have any direct knowledge of quiet LED grow lights
in the "1000W" category. (I don't know where that term comes from, but
these tend to be rated at ~165 W power usage.)

Just a reminder of practices from China:
Just because the product may carry the proper 'graffiti' on the
regulatory
label (required for all Home and Small Office electronics - FCC Class B),
does not mean any attention has been paid to design, testing and
approvals
for EMC and Safely. I have tested and rejected many, if not most,
products (mostly from China and even some from the US) that adhere to
this
scenario. Printing and applying labels is cheap: "How many labels do
you
need?". Designing, testing, and approving products for EMC and Safety is
expensive (between $3K TO $30K on up, depending on complexity). Safety
is
not necessarily required in the US. However, to justify the CE mark (N O
T standing for China Export ! ! ! ! ! ! ), both safety and EMC must be
conducted by an approved body. Most of us know this. However, because
of
the example set by the Chinese, many legitimate US suppliers are taking a
similar approach weighing cost against risk and reputation. Most get
away
with the practice. A very few do not.
*Bottom Line:* Don't take the presence of the the proper 'graffiti' on
the
regulatory label as gospel. Request the documentation to justify what is
on
the label. Read the report in total to verify it isn't assembled from
multiple and non-related equipment and reports (another common practice
from China).
Been there. Done that. Experienced all of the above (and then some).
