Treat them as intentional radiators rather than unintentional.  In other words, assume they are going to radiate, no matter whatever else you do.

Even assuming that Regulations and/or enforcement can be changed, it MUST be taken as a given for at least the next decade or two, EVERYTHING that plugs into to mains power MUST be assumed to be a likely noise source that will conduct RF noise onto wiring connected to it, which WILL radiate it based on the configuration of that wiring as a random wire antenna. Even if the most stringent Rules were adopted and enforced, it would take a decade or two for existing product to be cleared from our homes and those of our neighbors.

Thus, everything that plugs into mains power should have its wiring sniffed for RF noise, and when noise is detected, its wiring wound through #31 ferrite cores to form common mode chokes tuned to the frequency(ies) of interest.

In addition, we should be sniffing wiring connected to devices like home entertainment systems, computers, power control equipment, and choking it when we find issues.

And we should be working to elect representatives and executives who we believe are less likely to be in the pockets of big money. And we should be working to elect those who will work to pass laws that eliminate the huge legal windows that allow big money to dominate our elections.

The latter are long-term solutions that could improve things for our children and grandchildren. NOTHING about this is going to change in the real world in the next 10-20 years.

As citizens, we MUST be involved in politics, which is how we govern ourselves.
