UL only addresses product safety, largely will it catch on fire, start a
fire, electrical shock, flame spread, noxious fumes. It does NOT address
performance. One exception that I know of -- it DOES include performance
for series-mode surge suppressors, like those made by Surge-X, and last
I heard (many years ago), they were the only company that conforms to
the highest spec.
