Hi Dick,
the other station is supposed to wait until you send them a TU or QSL or
confirmation of some sort. We can't just throw an exchange out there and leave
assuming that everything will be ok. If the station doesn't wait and just
leaves HE is taking a chance and in my view you are not obliged to log him.
We're all in a rush but I think there's a limit to that. If one doesn't wait
and does not answer to my asking for a rpt, well he ain't going to make it in
the log...sorry.
