Then you have a software configuration issue as I performed
the very steps listed to display the four rows of macro buttons
(at the top of the fldigi window) or the single row (above the
waterfall).
You might try to find out if the Macros Matrix is opening
*off screen* or *behind another window* ...
Of course you can also select two rows (again from the on-line
documentation):

... and, again, I have tested the steps to confirm fldigi works as
documented on my system.
