The Delaware QSO party takes place, in two periods, from
17:00 UTC Saturday 2nd February to 05:00 UTC Sunday 3rd
February, and from 13:00 UTC Sunday to 01:00 UTC (Monday).

Delaware entrant - use the "Delaware QP, Del" template
All others - use the "Delaware QP, DX" template
Delaware entrants work everyone. Others work Delaware
only. Exchange 59(9) + State/Province/Country.
