Further testing:

If under device router "PTT" tab I change CW PTT to QSK or Semi Break-in 
no PTT activity takes place in the Digi Keyer II and similarly Ctrl does 
not lock up the PTT.

Once QSK or Semi Break-in has been enabled and used, changing the option 
back to PTT has no effect until the DK II has been powered off and back on.

Once the DK II PTT locks up it can only be cured by powering down.

So is this a DK II problem or a more general Winkey issue?
