[SD-User] Rig Control in V17.06

Due to broken code in V17.06, SD did not display
the rig's frequency, and B40-style band-change
commands did not work with rig-control enabled.

This is fixed in V17.07, on the website now.
If you don't use rig control, there's no need
to update.

Please accept my apologies for any inconvenience.
