[SECC] KS4Q Cluster Mailing List Update

My apologies to all of you that tried to subscribe to the KS4Q cluster mailing 
list and encountered difficulties.

 It seems that those that confirmed their subscription via email had trouble.  
Those that did it via a web page did not.  It is fixed now as I just tested it.

This week we had some glitches in the cluster operation but things are humming 
along smoothly now.
