[SECC] Port Number Change for Telnet to KS4Q Cluster

On February 8th, I will move the cluster from Telnet port #23 to port #7300.  
In your logging programs you will need to have entered the following Telnet 
addresses into your logging programs.

66.23.195.102:7300
or
ks4q.no-ip.com:7300

I've set it up so that both of them will work for the time being, so go ahead 
and change over now!
