No harm in offering one that we don't award until someone participates. 
  Frankly, I think the DX QRP is unrealistic as a DX station outside US 
and Canada would be very unlikely to work many Ga stations QRP.  The low 
power plaque could be important and there have been several entries in 
that category in the past from Europe.  Thanks for the SEDXC motion and
