[SECC] RFI-10mtr carrier?

I am trying to track down an unmodulated carrier at abt 28.017 MHz. It seems 
to peak up near an Alltel office. However there are other offices in the 
area. I welcome comments on similar RFI and would also like the address of 
the RFI reflector.
