[Trlog] CTY.DAT restrictions for TRLOG

I am trying to modify the CTY.DAT file for a domestic contest.

How do I add a new "country"?
I am trying to replace SM with 8 new  "countries":
SM0, SM1,..., SM7

TRLOG sometimes complains:
   Not enough memory for PrefixRec!!

I can get rid of this by replacing a real
country by my own country. But I would
like to keep the original ones.

What are the rules for CTY.DAT vs TRLOG?
