Yes - this should work.
I used the progam with some 7851 radios in 2017 with something like:
Radio One Type = IC781
Radio One Baud Rate = 19200
Radio One Receiver Address = 38
Radio One Control Port = serial /dev/ttyUSB0
Need to make sure the receiver address and baud rate and port are
correct.
