I have had some weird problems with metering on other radios.  Try a longer
piece of coax and hook it right to dummy load without meter to see what
happens.

Looks like this one may have to make a trip back to the factory

Not only is the swr metering out of wack, but the total RF power  
output is quite low

on 40 meters with the power set at full bore, I get about 76 watts out.

14.0 volts, 22 amp

50 ohm load

NO band produces more than 80 watts output

While I know that there is +/- 10% power output, less than 80 watts  
is out of spec----especially for a radio that costs $3k
