I admit to being slow, but perhaps someone could explain in simple words why
this is the case.  Is it unique to a DSP radio?  Every analog radio I've
ever used that has a "notch" has it INSIDE the AGC loop, somewhere prior to
the point where the AGC control signal is developed.  

Which is the whole point -- that which thou doest notch out shouldst not
affect thine AGC or lower thy receiver gain.
