I'm sure if you listen to it on a separate receiver, you will find it is
chopping off the first dit, or at least a part of it. But the receiver
needs to be farther away so that it doesn't hear the QRP signal operating
into no antenna for the first 15ms.
From the instant RF hits the 405, it still takes about 15mS for the relay
to switch.
With 3w, not much will happen to the relay contact.
If it were switching 100w, you would soon burn the contacts.

I use the vintage TT 405 amp often with my TT 539.
It works great if you accept that the combo is not quite full QSK (the 405
T/R delay can be adjusted down to what I would call "semi break-in").
The Argo VI is a fine little radio.
