[TenTec] Pagasus Mars Info

There's nothing illegal about a ham owning a rig that covers all HF
frequencies. I've done the "mars" mod to my IC706 and use it for a
stable signal generator while testing other rigs. I know TT has a
right to handle this anyway they see fit but may I ask: How does
having a MARS license prove you aren't going to use the rig for Short
Wave broadcasting, CB etc?
