But it's also true that you can't work 'em if *they* can't hear *you*.

I wish I'd had the amp when I was trying to work BS7H on 20m phone. I
could hear them just fine when the DX cops allowed me to, because they
were all by themselves (except for those DX cops). But I could not
navigate or punch through the pileup. Certainly there was lack of
skill on my part, and it was a long shot in any case from the East
Coast at solar minimum. But my friends in this area area who succeeded
in working them (two of them to complete their worked all entities,
and one to get within one), had good antennas AND they ran power.

So, it would seem that sometimes the answer to the question of
transmitter power or system efficiency is "yes".
