The question to ask is:"What sideband is the normal sideband in that radio on 17m?" If its upper sideband there's a big transmit spur. If its lower sideband there's no spur. Its possible that it may depend on the vintage of the radio which side the LO injection is on. If its high side its clean, if its low side its dirty. A difference in the crystal frequency and VFO mixer output tuned circuit.
