Yes, I've also found power setting accurate and meter way off.
But this time I observed meter continually fluctuating
between readings of 0, 15 and 60 W, while the actual RF
output did not fluctuate at all. Power was set to 40 W.

I didn't investigate this thorougly but I did observe
some peaks and some strange oscillations on the leading edge.
Peaks were much below full power.
