A Scotchguard (tm) pad is a good way to polish a dirty board. If the board has coatings over the areas NOT to be soldered, then you may have to cut a pad up into smaller pieces to polish small areas of copper. Before polishing, you might clean a kit board with alcohol on a Q tip, to see if it is just a mild surface oxidation. It is unusual for a new kit board to oxidize before the builder gets it. How old was the kit where this happened?
