[TenTec] Digital noise in ten Tec Argosy II

Boys and girls,

Dug this log ArgosyII from the shelf. 

I have been working on this old radio. I am the original owner. I read built 
the PTO last summer radio works fine. However, the digital display when turned 
on generates Hugh amount of digital noise. I would suspect capacitors, but 
there are just a few on the counter board. At some Frequencies on the bands the 
noise is over s-9+

Looking for some answers. Has anybody ever noticed this before?
