The approach you describe is for transit suppression and is not suitable for 
over voltage protection.  I urge you to build the proper OVP circuit and 
install it in your power supply.

With regard to depending on a fast blow fuse, typically the rating of a fast 
blow fuse is 135% of its stated value in amps and for a duration of up to 60 
minutes.  It is rated at 200% of the amp rating for 120 seconds.  Your radio 
won't last that long.
