Yes, it sounds like a PTO rebuild is needed. It is not hard,
just requires some patience and time.
You can try the "heat and lube" trick, get a hair dryer, remove
the dial and skirt to expose the shaft from the front panel, and
heat the shaft to nice and warm. Then dribble a little quality
lubricant, like teflon stuff, just a drop or two, and work it
into the bearings and race by tuning back and forth end to end
while it is still warm. This can often loosen things up, but
if it doesn't completely cure it, get a rebuild kit, or just
take the thing apart and clean / lube the parts.
