A simple fix, return the 11 mtr band back to amateur radio and only allow
the cb'ers to use frs, etc. for their games.

Unfortunatly The FCC doesn't do much of job enforcing any portion of this,
except in the case of real Amateur Amplifier manufactors. Just look on EBAY
at all the NEW amplifiers for sale that are fully operational in the 26 to
28 Mhz spectrum with very low drive requirements.(Not that it would matter
much, because most of the freebanders, probably have nicer 100 watt rigs
than we do). I have sent several emails to the enforcement division about
these auctions and was told "they are too small of fish ,we are looking to
bust the the Big Guys" or " we don't have the time to monitor auction
sites"..However if you look at the seller ID's they are the same guys day
in and day out. Some ads even have 800 numbers to call for that "custom
need" I don't know how big they have to be to draw their interest. Some of
them don't even bother to call it a Ham Amplifier anymore.These" litttle
fish" probably sell several times more amps then all the QST advertisers
combined. When it comes to FCC amplifier enforcement,all they have ever done
is make it harder on us hams, while the bad guys flourish, especially since
the advent of EBAY!.

I assume that ARRL has the up to date part 97 stuff there.
I find 97.317 (b) (2) interesting. Any amplifier could be used in
services other than the Amateur Radio Service, such as MARS or other
point to point communications services with frequency allocations near
the ham bands, so by this rule, all amplifier certifications shall be
denied! Lets all hope that the FCC does not start enforcing these rule
more stringently than they do the part 15 rules regarding interference
to licensed services from unlicensed junk like BPL.
