Paul, all I can offer is that it is NOT normal.  It almost seems like a
sticky relay but if that was the case then the s-meter wouldn't show
signal.

If the s-meter shows signal and you don't hear any audio, things I would
suspect are the AF section and AF connections on the IF/AF board or in the
dsp loop/dsp control logic.
